Our project organization has developed an project for disabled access of low-mobility groups of the population in the building of the Business Center.

Designing measures to ensure access for the disabled

Measures to ensure the living conditions of disabled and low-mobility groups of the population are provided in accordance with paragraph 10 of Part 12 of Article 48 of the Town-Planning Code of the Russian Federation, Federal Law No. 384-FZ of 12/30/2009 (taking into account SNiP 35-01-2001, RDS 35-201-99, SP 59.13330-2012).

These measures to ensure access for the disabled have been developed for the project of a hotel and business complex with an underground parking lot (with a mechanical parking lot). They include the necessary elements of the design of the living environment, taking into account the needs of disabled people and small mobile groups of the population (MGN), concerning the development of the master plan and yard territories.

Underground parking for the disabled

The internal layout of the parking lot provides for the placement on the 1st underground level of parking spaces for the disabled in the amount of 10m / m, of which 8 m / m is a mechanized parking.

In order to take into account the needs of the disabled, there are elevators at this level (the elevator hall is a safety zone for the disabled) and stairs (the width of the march is at least 1.2 m), placed in such a way that the escape route from the most remote point to the door to the smoke-free safety zone is designed within reach for the required evacuation time. As part of the project, a section of Measures to ensure fire safety has been developed, which describes ways to evacuate disabled people and calculates fire risks with modeling the situation.

According to the project, the evacuation of the MGN in the parking lot is provided, according to the requirements of p.5.2.27 SP59.13330.2012:

- in compartment 1 - in the elevator hall (4m/m at a distance of less than 15 meters from the elevator hall doors);

- in compartment 2 - in the elevator lobby, which is also a safety zone for the disabled, from which MGN can be evacuated for a longer period of time (for the required evacuation time, clause 5.2.27 of SP 59.13330.2012). The routes to the safety zone are marked with the evacuation sign E 21 according to GOST R 12.4.026, p.5.2.30.13330.2012.

On the 2nd underground level, the presence of disabled people is excluded.

 

The aboveground part of the building in the MMGN part

On the 1st aboveground floor, the entrance for the MGN is designed from the western side of the building along a ramp (maximum slope no more than 1:16) or an external staircase. External stairs and ramps have handrails taking into account the technical requirements for supporting stationary devices (clause 5.1.2 of SP 59.13330-2012). Then the disabled person gets into the courtyard and then into the lobby of the office part of the building or into the lobby (reception) of the hotel. Elevators are provided in the lobbies, designed, among other things, for the transportation of low-mobility groups of the population.

The width of the entrance doors is at least 1.2 meters in the light (clause 5.1.4 of SP 59.13330-2012). The width of the doors on the escape routes is at least 0.9 m in the light (SP 59.13330-2012, p.5.2..25). The width of the corridors, taking into account the passage of a disabled person in a wheelchair in two directions, is at least 1.8 meters (SP59.13330, p. 5.2.1), in other cases at least 1.5 m

. The illumination of evacuation routes for small mobile citizens is set to be increased by one step. The walls separating the security zone for the disabled with vestibule locks have a fire resistance limitREI90, overlaps of at leastREI60. The dimensions of the vestibule locks at the entrance to the security zone for the disabled (elevator hall) are made taking into account the 180-degree turn of the wheelchair (length 0.8 m); the diameter of the turn is 1.4 m (SP 59.13330-2012, item 5.2.1).

The platforms in front of the doors are made with dimensions of at least 1.5x1.5 m, taking into account the turn of the wheelchair, the minimum radius is 1.4 m. On the 1st floor in the lobbies there are bathrooms for MGN with a width of at least 1.65 m and a depth of 1.8 m (SP 59.1330-2012 p. 5.3.3). The doors of sanitary facilities open outwards. At the doors of these rooms, special relief signs are provided at a height of 1.3-1.4 meters, and flashing light alarms are installed above the entrance, triggered when an alarm button is pressed inside the bathrooms.

On the subsequent floors of the hotel and business complex, in order to take into account the needs of disabled people and to ensure their unhindered access, the following is provided:

- elevators with minimum cabin dimensions of 1.5 x 1.7 m are provided for vertical movement of the MGN (from floor to floor) (SP 59.13330-2012 p.5.2.18) and stairs with a width of 1.35 meters, the instructions of the stairs are located at a height of 0.9 meters;

- the width of the corridors along which the movement of the MGN in two directions is envisaged is at least 1.8 meters, in other cases not less than 1.5 m ;

- doors from rooms with a minimum width of 0.9 meters in the light (a room with a simultaneous stay of 15 disabled people) are used on the paths of the MGN movement, in other cases – more than 1.2 meters (SP59.13330-2012 p. 5.2.25), unilateral doors with latches in the "open" or "closed" positions are used;

- sections of the floor on the paths of the MGN movement in front of the elevator halls. elevators, stairs, turns of movement at a distance of at least 0.6 m have a tactile or painted surface (SP 59.13330-2012 p. 5.2.30);

- elements of the building and territory accessible to the disabled are marked with international accessibility symbols (entrances to the building, places in shared toilets, stairs, elevators, parking spaces, etc.);

- visual information is placed on a contrasting background at a height of 1.5 meters from the floor level.

Territory.

In the field of solving the master plan, landscaping and relief organization, measures are provided to ensure the full-fledged life activity of small mobile groups of the population, taking into account the requirements of regulatory documents.

Pedestrian traffic paths

The width of the traffic paths, in accordance with SP 59.13330-2012 p. 4.1.7, is: main (in two directions) - more than 2.0 m. The intersection of pedestrian paths is performed at the same level.

The slopes of pedestrian paths and sidewalks are:

- longitudinal 5%,


- transverse 1-2%, which allows wheelchair users to move freely along them.

The coating is smooth, without the use of bulk large structural materials. Pedestrian paths (CP 59.13330-2012, p.4.1.11) have a hard surface that does not allow sliding and are designed from asphalt concrete or paving slabs. The thickness of the seams between the plates is not more than 15 mm. The height of the curbs on the edges of pedestrian paths is at least 50 mm.

The height of the side stone at the intersection of sidewalks with the roadway, as well as the height difference of curbs, side stones along lawns and landscaped areas adjacent to pedestrian traffic paths, does not exceed 25 mm.

Catchment grids are installed at the same level with the surface of the coating. At the exit points to the carriageway of streets, to public transport stops, the texture and color of the pavement of paths and sidewalks are treasonous.

Guest parking lots are provided. Parking spaces for disabled vehicles are supposed to be marked and marked with special symbols. For blind and deaf citizens, traffic signs and information stands are installed by contrast.

Tactile devices that perform a warning function on the pavement of pedestrian paths are placed at a minimum distance of 0.8 meters before the start of a dangerous section or a change in the direction of movement, entrance. The width of the tactile strip is 50-60 cm .

Accessibility of the entrance for people with limited mobility

External entrances are provided at ground level to allow wheelchair users to enter. External ramps and stairs have handrails, which are located on both sides at a height of 0.9 m for stairs, 0.9 and 0.7 m for ramps (SP 59.13330.p., p. 4.1.15, 5.1.1) in accordance with GOST R 51261.

The handrail of the railing on the inside of the stairs or ramp is designed continuous throughout the height. The final parts of the handrail are 0.3 m longer than the march. The covering of ramps and platforms has a hard surface that does not allow sliding. The width of the ramp in cleanliness is not less than 0.9 meters.

At the beginning and end of the ramp rise, platforms with a depth and width of at least 1.5 meters are provided. The width of the horizontal platform makes it possible to rotate the wheelchair by 90 and 180 degrees (SP 59.13330-2012, p. 4.1.15).

The slope of the external ramp does not exceed 1:16. At the edges of the ramp and platforms, 10 cm high sides are provided. The same bumpers are provided along the edge of horizontal surfaces with a height difference of more than 0.45 m to prevent the cane or leg from slipping off.

The entrance areas at the entrances have canopies and drainage. The diameter of the turning zones of the external entrance areas for the wheelchair is not less than 1.8 m. The width of the entrance door in the light (CP59.13330-2012 p. 5.1.4) is not less than 1.2 m, and the height of the threshold does not exceed 0.014 m. The maximum force for opening and closing the door is not more than 50 Nm. Information signs and sound beacons are installed at the entrance doors.

Dimensions of the wheelchair and parameters of its placement zones

Wheelchair parameters (GOST R 50602): width – 0.7 m, length - 1.2 m. Area for wheelchair placement, at least: width – 0.9 m, length – 1.5 m. The 360-degree rotation zone of the stroller with a diameter of 1.4 m. The slopes on the paths of disabled people in a wheelchair should not exceed: longitudinal 5%, transverse 2%, the maximum threshold is allowed 1.5 cm.

Visual and tactile means of information
for the hearing and vision disabled

Visual and tactile means are provided throughout the entire route through the building. Visual devices and information tools used to orient visitors include:

- informative signs and signs;

- tactile pointers and color of interior elements.

The project provides for the following activities:

1) A colorographic solution of visual means of displaying information, which provides clarity and expressiveness of the presentation of information. Information about the purpose of the room is located above the door at a height of 2.5 m.

The informative designations of the premises are duplicated by relief signs. They are placed next to the door on the side of the door handle and are fixed at a height of 1.3- 1.4 m from the floor level. 

2) To warn people about areas that pose a potential danger (staircases, platforms in front of elevators, door leaf opening zones), contrasting coloring of interior elements and floor markings using tactile surfaces are used.

3) Illumination on the evacuation routes and in places where there are few mobile citizens is set to be increased by one step compared to the requirements of SP 52.13330.

4) A display with information placement is installed in the watchman's area (minus the first level of the underground parking lot).

Ways to evacuate disabled people from the building

Sections of the floor on the traffic paths at a distance of 0.6 m in front of doorways and entrances to stairs and ramps, as well as elevators, before turning the communication paths, have a warning corrugated surface that allows small mobile groups of the population to recognize obstacles directly with their feet or a cane.

Such floor signs protrude above the surface of the flooring by 7 mm. It is possible to use rubber mats and pile coverings (pile height no more than 1.3 cm) with securely fastened edges as tactile strips.

At the top and bottom before the start of the stairs (SP 59.13330-2010, p. 5.7.9), a tactile strip is placed, felt by a foot or cane, with a width of at least 0.6 m. For safety, the first and last step of the ladder along its entire width (or its edge) should be highlighted with a bright yellow stripe. The places of application of tactile stripes in the underground parking lot are indicated on the plans attached to this section.

The project in accordance with SP 59.13330.2012, paragraphs 5.2.20, 5.2.14, GOST R 52875 provides the following:

- installation of relief symbols of the floor number in elevator halls, on the elevator control panel, at staircases and on the railings of staircases;

  • sound information about the elevator movement is projected;

  • installation of graphic signs and warning signs;

  • installation of light signaling devices for emergency and warning alarms at the elevator (GOST R 51631); installation of light information about the movement of the elevator.
