Access Control System

generally contains the following subsystems:

  • in the building - the entrance group for employees and visitors is subject to protection
  • in designated premises - technical premises, warehouses and archives, duty room premises, managers' offices, designated premises are subject to protection
  • floor entrances - all stairwells leading to the floor are subject to protection

Access control system project

The access control system represents a set of technical means ensuring authorized passage into the building and designated premises, restricting and controlling access of various employee and visitor categories to separate zones and premises.

Creation of the access control system provides for use of the following equipment:

  • central controllers
  • local controllers
  • redundant power supplies
  • multi-format readers for internal installation
  • electromechanical turnstiles
  • card receivers
  • stationary barriers
  • computer equipment and software.

Equipment Composition

Full equipment composition is provided in the specification document.

The access control system is developed according to requirements of the technical specification and provides for equipping the following premises with access points:

  • Entrance group for employees and visitors - equipment of automated checkpoint based on turnstile and card receiver with stationary barrier.
  • Entrance group for employees - equipment of automated checkpoints based on turnstiles and stationary barrier.
  • Entrances to floors from stairwells.

Designated premises:

  • equipment with two-way passage points: data center premises
  • premises: special sections, cash offices
  • equipment with one-way passage points: floor cross-connect and electrical room premises, duty room, contractor premises
  • warehouses, archives and funds, conference hall, laboratory, managers' offices, department premises
  • designated data center territory for telecommunication cabinets.

The access control system ensures performance of the following functions:

  • integration and compatibility with security alarm system at software level
  • integration of developed object access control system with already installed system
  • capability to use pass types in the system
  • accounting and storage of pass validity period and automatic access blocking upon pass expiration
  • capability to produce personalized access cards for employees with differentiation by types
  • capability to enter data into database in manual mode for one-time visitors
  • system expansion is provided: installation of additional equipment for scanning, recognition of established document samples and automatic user data filling in database
  • use of access cards also working with office printing system
  • use of access control system cards as debit payment means on object territory
  • management of locking and passage devices
  • capability to organize temporary zones for access restriction during non-working hours
  • capability to organize various access levels by premises
  • functioning of separate access points in autonomous mode with state switching according to schedule
  • automatic launch of various procedure execution

Compliance with fire safety requirements, emergency door unlocking and evacuation routes in case of fire or other emergency situations. For emergency door unlocking in case of fire, the system provides software opening of all doors on evacuation routes. Exit doors to stairwell and on evacuation routes are equipped with emergency forced unlocking buttons for locking devices. Emergency unlocking buttons are connected to additional alarm inputs of local system controllers to ensure security service notification in case of their emergency use;

Access to system software by user accounts with access rights differentiation to system elements and functions;

  • flexible formation of operator workstation interface; operators of various workstations are displayed only that part of information necessary for ensuring access control at their entrusted security section;
  • logging of all system events;
  • logging of all system operator actions;
  • control of communication lines status of central and local controllers;
  • monitoring of controller status;
  • capability for autonomous operation when connection between central and local controllers is broken.

The system provides for equipping the following entrance groups in first floor waiting zone:

Entrance group for visitors and temporary employees:

  • 1 automated checkpoint with reader at entrance and exit;
  • 1 card receiver with reader;
  • 1 arch metal detector with table for visitor personal belongings, provided by threat detection system, equipped with reader at entrance;
  • stationary barrier with tempered glass thickness 10 mm.

Pass issuance is provided at "Pass Bureau" workstation located at reception desk. For acceleration and convenience of card issuance at reception, desktop card programmer and identification document scanner are provided. Pass issuance is also provided at "Pass Bureau" workstation located at checkpoint desk. For acceleration and convenience of card issuance at checkpoint, desktop card programmer is provided.

Workstation

At checkpoint "Pass Bureau" workstation, using additional monitor, output of access card owner photos passing through metal detector is carried out.

Visitor exit is carried out through turnstile with card collector at exit.

Entrance group for permanent employees:

  • 3 automated checkpoints with readers at entrance and exit;
  • stationary barrier with tempered glass thickness 10 mm.

Card printing, access rights assignment and issuance for various employee categories is performed by administrator at workstation in contractor premises on 2nd floor. Workstation is equipped with desktop card programmer and industrial one-sided printer.

Entrance group is equipped with two-way passage points for recording employee arrival and departure time, data is processed by working time accounting software module with report generator.

Turnstile management is carried out:

  • by signal from access control system;
  • by signal from duty room premises, formed using turnstile control panels.

The system in designated enterprise premises provides for equipping doors with both one-way and two-way passage points. In first case, entrance is carried out by presenting access card to reader, and exit - by pressing exit button. In second case, entrance and exit is carried out by presenting access card to readers installed on both sides of door.

Floor exit doors, as well as premises doors are equipped with the following equipment:

  • multi-format readers for internal installation;
  • recessed exit buttons;
  • exit buttons for emergency unlocking;
  • universal electromechanical latches;
  • door closers;
  • magnetic contact sensors for concealed installation on wooden doors.

Central controllers, local controllers, power supplies are located in duty room premises, floor cross-connect rooms. As access cards, multi-technology cards are used, access levels of which are programmed using software complex. Information about door position is received by the system from magnetic contact sensors installed directly on doors.

Organization of System Workstations

System workstation, provided by security television system, administrator, card printing printer, card programmer are located in contractor premises on 2nd floor. Workstation provides:

  • system status control;
  • output of security television and security alarm system events;
  • output and management of alarm messages from access control, security alarm, security television systems;
  • maintenance of employee database;
  • setting of user access levels;
  • creation of system operation and employee movement reports;
  • formation of employee working time reports.

System workstation, provided by security television system, is located in premises on 2nd floor. Workstation provides:

  • system status control;
  • output of alarm messages;
  • maintenance of employee database;
  • monitoring of events without system management rights.

"Pass Bureau" workstation, card programmer, additional monitor are located at checkpoint. Workstation provides:

  • issuance of one-time passes;
  • maintenance of visitor database;
  • output of employee photo passing through metal detector.

"Pass Bureau" workstation, card programmer, identification document scanner are located at reception. Workstation provides:

  • issuance of one-time passes;
  • scanning, recognition of established document samples;
  • automatic user data filling in database;
  • maintenance of visitor database.

System duty operator workstation is located in duty room on first floor. Workstation provides:

  • system status control;
  • event display in list;
  • output of alarm messages on graphical floor plans of object;
  • output of employee photo passing through turnstile;
  • formation of reports on visitor quantity currently in building.

As information collection and processing system, software complex is used, provided by information collection and processing system. Software complex is installed on system server, drivers intended for joint work with central controllers, on separate station. Server and station with drivers installation is performed in server rack which is provided by structured cable system.

Software complex allows managing the system in the following modes:

  • automatic mode - management of system equipment by central server, or controllers according to predefined algorithms;
  • manual mode - management by operator from workstation with installed system software;
  • emergency mode - management from command signal formed by fire alarm.

All necessary software and licenses are provided by information collection and processing system. The system for its functioning uses security local area network according to connection assignment document. Structure and composition of the system ensure capability for further system scaling.

To ensure requirements for system operability recovery time in case of failure during system commissioning, configuration of system database backup with interval not less than 24 hours is provided. Backup execution is carried out in automatic mode and doesn't require work stoppage.

Equipment location and cable routes on plans are shown on relevant sheets.

Structural diagram is presented in structural diagram document. External wiring connection diagrams are presented in external wiring connection diagram document.

General Installation Instructions

System installation must be carried out in accordance with security systems installation standards.

System network to be executed with the following cable types:

  • data transmission bus, with cable;
  • access point management line and power - with cable.

System cable laying to be performed:

  • along corridors - in low-current trays, or in corrugated PVC pipe, fastened to building structures;
  • in premises and corridors with suspended ceilings in places where cable trays are absent - in corrugated pipe behind false ceiling fastened to building structures;
  • in premises without suspended ceilings - in cable channel, along ceiling;
  • cable descent to central and local controllers, power supply units - in cable channel, along wall;
  • drops to readers and buttons - in wall chase;
  • to turnstiles and card receiver - in rigid PVC pipe in embedded devices.

Standard device installation units are shown in standard installation unit document.

Cable line laying and equipment installation must be conducted before premises finishing with minimal damage to premises design. Equipment, connection panels and connecting cable lines must be protected from unauthorized opening and connections. Power lines to be laid separately from low-current lines, at distance not less than 0.5 m between routes. Joint laying of specified lines is allowed in different compartments of boxes and trays having solid longitudinal partitions.

Power Supply and Grounding

Power supply of system technical means to be executed according to electrical installation rules and building codes. Power supply with alternating current 220 V and grounding bus for system equipment power supply is provided according to power supply assignment document.

System power consumption from 220 V, 50 Hz network with reserve is 25 kW. By means of uninterruptible power supply system of object designated consumers, ensure backup power supply of system power consumers for duration not less than 1 hour.

Safety and Labor Protection

Ensuring safe working conditions, fire and explosion safety and environmental protection during work production must be carried out with observance of labor safety standards system requirements.

For protection against electric shock, all metal parts of electrical installations normally not under voltage must be grounded. Protective and working grounding is performed in accordance with technical description and equipment operation instruction. During installation works, safety must be ensured according to construction safety standards.

System maintenance, organization and performance of repair, installation or commissioning works and tests on it is carried out by specially trained electrical technical personnel. Power tools and manual electric machines must satisfy requirements of current standards and undergo periodic inspection.

During object commissioning, organization performing system installation must provide customer with executive documentation.

Environmental Safety

The system doesn't have negative impact on environment. After completion of all installation and adjustment works, workers must clean workplace from construction material waste and garbage formed during work performance.

All used equipment is certified and is environmentally clean, without direct and indirect impact on environment.
