TECHNICAL REQUIREMENTS FOR DESIGNING AN ACCOUNT NODE
on water metering equipment
1. General project requirements
1.1. The metering station must meet the requirements of:
- The Federal Law “On Energy Saving and On Increasing Energy Efficiency and On Amending Certain Legislative Acts of the Russian Federation” dated November 23, 2009 No. 261-FZ;
- Federal Law “On Water Supply and Wastewater Disposal” of 07.12.2011 N 416-FZ;
- “Rules of cold water supply and sanitation”;
- “Rules of the organization of commercial accounting of water, wastewater”;
- “Rules for the use of municipal water supply and sewage systems in the Russian Federation”.
2. Requirements for design documentation for a water metering station
2.1. The project for the arrangement of the metering station (installation, replacement of the metering device) of cold water, as well as their equipment, is developed by a person who has special permission to perform these works.
2.2. The metering stations, which include mechanical metering devices, can be implemented in accordance with the drawings of albums of typical designs of water meter units, without developing projects. The design of the gauge assembly is determined individually by the Technical Conditions.
2.3. The project of water metering station, which includes a flow meter - the meter should contain:
2.3.1 Explanatory note:
- appointment;
- initial data: the mode of operation of the object, the number of inputs, the range of measured costs, the operating conditions of the device;
- justification of the choice of measuring instrument;
- technical characteristics of the equipment, including a comparative table of technical characteristics of the device in accordance with the instruction manual and the actual parameters of the measured water flow;
- calculation of the error of the device in the whole range of measured flow rates;
- description of the design and functional scheme of the metering unit;
- the procedure for taking testimony (archives), reporting;
- Regulations for maintenance of the metering station.
2.3.2 Drawing documentation:
- situational plan with the agreement in Vodokanal of the installation site of the metering station;
- schemes of functional automation, including cabinets of instrumentation and automation;
- wiring diagrams, with the obligatory indication on the diagram of straight-line sections before and after the metering device, as well as the nearest local resistances before and after the flow meter-counter;
- wiring diagrams (power supply, wiring, external wiring);
- Hardware Specification.
2.4. Metering units are located at the border of the balance network affiliation or at the border of operational responsibility of the subscriber and Vodokanal OJSC, unless otherwise provided by the water supply agreement, the single cold water supply and sanitation agreement, the connection agreement (technological connection) to centralized cold water supply systems.
2.5. The location of the equipment of the accounting unit is determined by the project The location of the metering unit equipment must ensure the implementation of metering of the water consumed at the facility in full (as a rule, installed at the entrance to the building).
2.6. For all metering units it is allowed to use components from materials approved for contact with drinking water.
2.7. The technical and design documentation prior to the commencement of installation of the assembly must be coordinated with the services of Vodokanal.
3. Requirements for metering equipment
3.1. To provide in the composition of the metering station:
- Water meter with a pulse flow sensor;
- Filter on the diameter of the supply pipe;
- Three manometers (before the filter, after the filter, after the water meter);
- Drain valve after the water meter (outside the direct area);
- Tap for sampling water;
- Flow recorder for remote reading and control of the meter operation.
3.2. All connections for water fittings are allowed only after the water meter assembly.
3.3. Acceptance of the metering station into operation is carried out with the participation of representatives of JSC "Vodokanal" with the preparation of the relevant act.
4. Requirements for metering devices
4.1. Metering devices corresponding to the approved types of measuring instruments permitted for use in the Russian Federation are allowed to be installed.
4.2. The metering device should have a label containing the name, manufacturer's trademark, metrological class, nominal flow rate in m3 / hour, year of manufacture, serial number.
4.3. The metering device at the time of installation must be verified and sealed by an organization that has the appropriate permission.
4.4. The metering device must be used within the current verification period specified in the original meter passport and on the verification mark of the seal installed on the meter case. Installation and operation of a metering device that does not have a seal, or if there is damage to the seal, is not allowed.
4.5. The metering device should be mounted in a place easily accessible for taking readings (without using a mirror or a ladder), installation, and maintenance.
4.6. The metering device is mounted in accordance with the installation requirements (according to the metering device certificate).
4.7. The design of the metering device should exclude unauthorized interference with its work without dismantling the equipment. In order to eliminate the influence of an external magnetic field, metering devices must have antimagnetic protection of the counting mechanism.
4.8. The limits of the permissible relative error of water meters should not exceed:
± 5% in the range of expenses from Qmin to Qt (excluding);
± 2% in the range of expenses from Qt to Qmax (including).
(Qmin - the lowest water consumption, m3 / h; Qt - transitional water consumption, m3 / h; Qmax - the highest water consumption, m3 / h)
4.9. The metering device should have a flow recorder measuring the parameters of the flow meter, leading electronic archive of the values of hourly, daily, monthly expenses of the resource consumed.
4.10. The expense recorder must have:
- the possibility of remote data transmission (via GPRS; GSM / Ethernet);
- the possibility of dividing the interfaces for parallel dispatching;
- protection against intentional measurement of archival data and metrological parameters;
- built-in control unit of the transmitting device, which allows to initialize the modem and maintain a communication channel with the data collection center of the resource supplying organization;
- the ability to display on the screen of the secondary flow transducer in m3 / h, volume in m3, the presence of abnormal situations and failures, including the operating time;
- availability of protection against unauthorized interference with the flow meter;
- degree of protection according to GOST 14254-96 "Degrees of protection provided by shells (IP code)". IP 65 for installation in rooms; IP 68 for installation in flooded chambers / wells, underground;
- the possibility of forming archives (hourly depths of at least 1,450 hours, daily depths of at least 730 days, monthly depths of at least 48 months) readings and abnormal situations or operating time (it is allowed to use certified archivers complete with metering equipment);
- the ability to transfer current, archival indications of water flow and quantity and reports of emergency situations through the device for collecting and transmitting data;
- availability of output signals for communication with external devices - digital output RS 232 or RS 485 (ModBus RTU and / or M-Bus protocols).
5. Requirements for operation of metering station
5.1. Acceptance of the metering station into operation is carried out with the participation of representatives of JSC "Vodokanal" with the preparation of the relevant act. The operating conditions of the drinking water metering stations should correspond to the operating conditions of the metering device included in the node. The operating conditions of the metering device are specified in its technical documentation.
5.2. Admission to the operation of metering devices is carried out according to the results of the examination of the metering unit by representatives of Vodokanal OJSC for compliance with technical conditions (including annexes to them) and sealing metering devices, and a statement signed by representatives of Vodokanal OJSC and the Subscriber is being drawn up. If there are connecting devices (outlets, control and drain valves) on the pipeline section to the metering device, the shut-off devices on them should be sealed off when closed by representatives of Vodokanal.
5.3. When operating metering devices do not allow:
the expiration of the intertesting periods of operation of metering devices installed in the passport documentation to metering devices;
- breakdown of seals installed on metering devices.
6. Requirements for the location of the metering station
6.1. A water meter should be installed in a room that has artificial lighting with an air temperature not lower than + 5 ° C and not higher than + 50 ° C. The room should be protected from moisture. In case of installation of the metering device in the well, the well should be protected from flooding. If necessary, provide for the repair of the room (well) and waterproofing.
- The metering station must be installed in a place protected from unauthorized entry and providing year-round access to Vodokanal employees (to monitor the functioning, operation, maintenance and reading of metering devices).
- The place of installation of metering devices should guarantee its operation without possible mechanical damage. It is not allowed to install metering devices at close distances from devices that create a powerful magnetic field around them. Grounding equipment is required around the perimeter of the room.
Additional Requirements for Accounting Site
- The metering device must be provided with a power supply.
- A non-return valve should be installed between the water meter and the second valve in the flow of water.
- The state of the valves at the entrance to the building, inside the metering room should provide protection against the ingress of water and the possibility of stopping the water supply for the purposes of installing the metering device and its removal. If necessary, provide replacement valves.
- The piping system of cold and hot water in the metering station should provide protection against possible leaks and gusts for the entire period of operation until the next calibration period of metering devices, if necessary, provide for the replacement of pipelines.
- In the cases specified in SNiP 2.04.01-85, provide equipment for bypass pipelines. Install electrically operated valves and fittings in the by-pass pipelines. Opening of shut-off and control valves should be done automatically from the fire extinguishing device. In the presence of metering valves in the bypass line on the bypass line, provide for the possibility of sealing it.
